According to a recent Insurance Institute for Highway Safety survey, it was discovered that cell phone use was almost the same during stop-and-go traffic, as it was during free-flowing drive times. In fact, 42 percent of drivers reported that they still make calls during heavy traffic times, as compared to 45 percent of those who reported that they drive and talk when there is no traffic.

However, bad weather does seem to impact cell phone use. Twenty-nine percent of users say they still use their phones during bad weather, as opposed to 61 percent of those who say that they have used cell phones in good weather conditions before.
